The #H4HC Movement
Each year, state and federal governments propose new policies and legislation that affect the home health care industry along with in-home caregivers and clients they care for. H4HC is dedicated to developing positive and innovative reforms to help improve the access, quality, and effectiveness of home health care for our nation’s most vulnerable populations.

Current Federal Issues
Home Health
The Centers for Medicare and Medicaid Services (CMS) have cut funding to Medicare home health yearly since 2020. In June, CMS proposed new cuts totally $280 million in 2025 alone. Cuts to home health care funding threaten access to care to vulnerable populations. The Preserving Access to Home Health Act of 2023 (S. 2137/H.R. 5159) would stop these cuts from occurring now and in the future.
Medicaid
CMS released the final Medicaid Access ruling in April 2024. In this rule, CMS is forcing all Medicaid providers to operate on just 20% of the funding formula, severely limiting access to home care services for medically vulnerable populations throughout the country. This rule will put immense stress on the home and community-based services system.
Hospice
What is Palliative Care? Interdisciplinary care provided by a team in order to treat serious illness. Includes: symptom management, patient and caregiver support, focus on at-home care.
